Monaco

Monaco is really tiny but it is still split into 3 areas. Monte Carlo is the area surrounding the casino, Monaco is the main area and includes the Royal Palace on the hill, and the third area is the more commercial area.

I normally never have any problems with directions or following a map. I sure had plenty of problems here because the place is so hilly. It's virtually built on the side of the cliff. The roads are actually above each other so figuring out how to get to them was tricky.
